The Opportunity
The Pattonville School District is located in St. Louis County, Missouri and serves more than 6,000 students. The district has one high school, two middle schools’ and seven elementary. Pattonville High School, at 417,917 square feet,is the largest high school facility in the State of Missouri.
Like many school districts, Pattonville was faced with aging facilities, rising utility costs, and limited financial resources. Before the district partnered with Navitas, they had a growing list of facility improvements needs and did not have a clear mechanism to fund them.
The district recognized that they needed to take a complete view of their buildings and attempt to leverage savings from multiple projects. This is one of the reasons the district transitioned into upgrading their facilities by entering into a performance contract.
The Technical Solution
Navitas performed an investment grade audit on Pattonville High School, Heights Middle School, Parkwood Elementary and Rose Acres Elementary School to identify the critical facility issues and develop energy conservation and facility improvement measures to address them.
The work included upgrading the interior and exterior lighting with energy efficient or LED lamps and fixtures, HVAC equipment upgrades, boiler replacements, coordination of their building automation systems, roof replacement, water conservation measures, building weatherization, retro-commissioning, and building performance optimization through data analytics.
The Financial Solution
The Pattonville patrons approved a $6 million bond authorization and identified the projects to be funded. However, the needs out weighted the dollars available with the bond authorization. Through performance contracting, the district was able to increase the scope of work in all district facilities to $14 million.
