The Opportunity
The City of Shawnee is located in the Kansas City Metropolitan Area, southwest of downtown Kansas City and on the northern border of Johnson County. The city has approximately 65,000 residents.
Faced with rising utility costs, the City started to investigate ways to save money through energy efficiency. At this same time, the City also recognized that its deferred maintenance needs were growing. They were seeking a way to address these facility needs, improve comfort and temperature control in their buildings, and increase their energy efficiency.
To address these issues, the City turned to the state of Kansas Facility Conservation Improvement Program (FCIP). This program was put in place for state entities to address issues such as the City of Shawnee had; namely energy efficiency and deferred maintenance issues..
The Technical Solution
Navitas was selected through the FCIP competitive process to partner with the City of Shawnee. We performed an investment grade energy audit to identify facility issues and potential energy conservation measures and then develop a plan to address them. The result of the study found that savings from energy conservation measures would fund many of the most immediate facility issues. The work included upgrading lighting, both interior, exterior, and streetlights to LED; solar energy production, building automation system upgrades to improve occupant comfort while simultaneously decreasing energy use and equipment wear and tear; window replacements; building envelope improvements; water efficiency improvements; and HVAC equipment replacements.
The Financial Solution
The City opted to sell bonds to cover the cost of the project. The result of the project was $388,000 in annual utility and operational savings that are being used to address other needs within the City. This annual savings is sufficient to cover the cost of these bonds over 15 years.
