The Opportunity
The City of Fremont is located about 30 miles northwest of Omaha Nebraska. Fremont is a well-run city serving a mix of residential, commercial, and industrial users. Like most public entities, the City is challenged with how to best use their resources to deliver the most to their community.
To meet this challenge, the City wanted to explore creative and effective ways to improve their facilities and address deferred maintenance. Navitas helped the City audit and benchmark their facilities. This process showed that there was opportunity to use energy and maintenance savings to pay for significant improvements to their facilities. These improvements would not only address deferred maintenance but would also improve thermal comfort and the operation of the buildings.
The Technical Solution
The City selected Navitas, through a competitive process, to continue its work with an investment grade audit (IGA). Navitas worked with the City to develop a scope of work that would be paid for by the associated energy and maintenance savings. Navitas then implemented this turn-key project and the guaranteed costs and savings.
The implementation included improvements to three facilities: The City Administration Building, Christensen Community Center/Arena and the City’s Senior Center. The improvements addressed aging equipment, deferred maintenance, thermal comfort issues, and the lack of proper building control.
The Financial Solution
The City partnered with Navitas to develop and implement this program through an energy savings performance contract. This approach allowed them to have certainty on the costs and future savings. The City chose to fund the project from their existing budgets. This allowed all the future savings to go to their operating budget to better serve their community.
